Shanghai Huidong Shipbuilding Valve Co., Ltd. held the 2025 Democratic Life Meeting for Party Member Leading Cadres

Recently, in accordance with the unified deployment of the Party Committee of Hudong Zhonghua, Shanghai Hudong Shipbuilding Valve Co., Ltd. held its 2025 annual democratic life meeting for party member leading cadres. Chen Jianliang, Secretary of the Party Committee and Chairman of the Board of Hudong Zhonghua, and Liu Ying, Deputy Secretary of the Discipline Inspection Commission, attended the meeting to provide guidance. Members of the leadership team of Hudong Valve also participated in the meeting.

The meeting reported on the Party branch’s in-depth study, education, and rectification efforts to thoroughly implement the spirit of the Central Government’s Eight-Point Regulation; the implementation status of corrective measures adopted at the 2024 democratic life meeting for Party member leading cadres; the implementation status of corrective measures adopted at the special democratic life meeting for the 2025 inspection ‘look-back’; and the feedback collected during this democratic life meeting. Jin Ning, Secretary of the Party branch of Huidong Valve, represented the leadership team in conducting self-checks around the ‘five aspects of leading by example,’ and took the lead in making his own personal self-check. Each member of the leadership team then conducted their own individual self-checks, engaging seriously in mutual criticism and self-criticism.



Liu Ying, Deputy Secretary of the Discipline Inspection Commission of Hudong Zhonghua Shipbuilding, put forward two key requirements for this meeting: First, strengthen daily education for Party members and cadres to solidify their ideological defenses. We must deeply recognize the crucial role of ideological education—though seemingly intangible, it is in fact highly effective—and regard it as the first line of defense for Party members and cadres to discipline themselves and resist corruption and degeneration. Second, focus on institutional development and daily management to plug risk vulnerabilities. We should zero in on key areas and critical links such as job-related allowances and business expenditures, comprehensively review existing systems, identify and address any gaps or shortcomings, and reinforce daily supervision and management to ensure that all institutional requirements are effectively implemented and take root.



Chen Jianliang, Party Secretary and Chairman of Hudong Zhonghua, listened carefully to the remarks and gave full affirmation to all aspects of this democratic life meeting. Drawing on the actual situation of Hudong Valves, he put forward five specific requirements: We must always uphold the Party’s overall leadership and place political development first. We should stand at the height of the CPC Central Committee’s requirements and national interests, firmly grasp the fundamental attribute that “central enterprises are Party-affiliated,” and integrate Party leadership into every aspect of corporate governance. We must deeply recognize our primary responsibility in the military-industrial sector and attach great importance to the quality of equipment and product manufacturing. We should focus on our core responsibilities and main business, closely following the overall development strategy of Hudong Zhonghua. The company must regard serving the overall development of its parent company as its top priority, steadily advance the building of core domestic capabilities—particularly in ultra-low-temperature valves—and demonstrate critical leadership in safeguarding the nation’s energy strategy and supply-chain security. We must deepen reform and enhance our core competitiveness.Focusing on the development direction of “specialization, refinement, uniqueness, and innovation,” we will accelerate digital transformation, hone our internal strengths, and consolidate our development foundation. We will concentrate resources on expanding into high-value-added sectors, driving a leap forward in industrial structure and significantly enhancing corporate profitability. We will speed up leadership team building to create a strong and capable cadre. Leading cadres must take the lead in implementing the principle of democratic centralism, set exemplary standards through their own actions, support each other, and work closely together to forge powerful collaborative synergy. We will ensure thorough rectification of identified issues and deliver on the “second half” of our efforts. Keeping pace with the development of Hudong Zhonghua, we will address shortcomings, strengthen weak areas, and firmly seize development opportunities. By achieving tangible results in addressing problems, we will promote the company’s sustainable and healthy development, enabling employees to share in the fruits of the enterprise’s growth.


Jin Ning, Secretary of the Party Branch of Hudong Valve, delivered a statement on behalf of the leadership team. He stated that the company will focus on four key areas: always regarding the service of the nation’s defense strategy and energy strategy as its top political task, and firmly shouldering the mission and responsibility of being a “major national asset”; concentrating on technological innovation, cost control, capacity enhancement, and market development to ensure improved corporate profitability and make every effort to achieve the annual targets; on the basis of the company’s stable development, adhering to a people-oriented approach, continuously improving employees’ income and benefits, and enhancing their sense of fulfillment, happiness, and belonging; and strictly upholding the red lines and bottom lines of safety and quality, fully promoting the capacity expansion plan, and achieving a simultaneous leap in production capacity and development quality through technological innovation and management improvements, thereby contributing to Hudong Zhonghua’s realization of its development goals for the 15th Five-Year Plan.
